Look for the Roberts Bank Superport in Vancouver to expand again after the container terminal expansion is complete and those 16 coal trains will just highball on through Longview and Tacoma and Seattle.

Look for this one to end up in court under the Commerce Clause again.  Washington IIRC does NOT have to power do regulate their own emission requirements only CA was given that power in the Clean Air Act. So in court the State will lose and be forced to allow this to open.

Darn bunch of tree huggers killed a great economic opportunity for the USA.  With the required emmissions standards this is just a lot hooey.
