Your post wasn’t clear to me. You may want to learn lecturing techniques and points organization, which goes a long way in convincing an audience. HOWEVER, you did bring up something I had never really thought of before, placards that tell first responders the danger and how to deal with it. If those placards are graffitied over, it could be the difference between life and death to someone.

As those find out in the wee hours of the night a rail car or a locomotive is tagged when it would cost at least 10K to pull the rail car or locomotive from service to be repainted to cover up the graffiti. Other steps to cut down on the damage as if the mural covers the reporting marks on the rail car it would delay service as if it was involved in a derailment first responders wouldn't know the dangerous goods the car is hauling. As steps to combat the damage is rail car shops paint the rail car in a graffiti restant paint as railway police could have help from local law enforcement agencies in proscuting the accused for trespassing and criminal mischief.
