Saw in Radford VA (N&W) last night a train with Conducter Riding inside a cabbose.

With the conducter sitting at a desk with the light on in a N&W cabbose. On CSX Cabboses are only used as shoving platforms and have been stripped bare. Seems that Radford is the Local Yard for Roanoke jobs

Every once in a great while I'll see an NS freight come though the Richmond area with a caboose.  Basically a local freight that terminates in one of the south Richmond yards, then returns to whence it came.

Dont know if CSX Operating rules prohibit opperating employees riding in a cabbose.

I see cabooses/cabeese/caboosi often on the Roanoke hotel webcam and the VMT webcam.  These are "shoving platforms" for a local job to a couple of customers on the south edge of Roanoke that cannot turn around at the customer site and so need someplace for a person to stand to control the reverse move back to the west yard in Roanoke.  I am pretty sure I have seen at least 4 different cabooses/cabeese/caboosi used for that purpose.

Why thank you, Miningman!  While I'm not here to be a "grammar cop" nor do I have any intention of becoming one I do try to watch my spelling and how I put my thoughts together "on paper" as it were.

What force do CSX rules have in Radford? Radford is in NS territory, not CSX territory.
