Is Ferromex a Class 1 Railroad?

I don't know if Ferromex is considered a class 1 railroad. If they aren't why not? Thanks.

To my knowledge Ferromex has no US trackage.  Without trackage in the US it cannot be considered as a Class 1 by US standards.

It is the largest railroad in Mexico (about 7500 miles, owned by Grupo Mexico, includes FerroSur) but has zero track in the US, so it cannot be classified as a US-FRA/STB Class One. (it is however an AAR Class One for interchange purposes as an AAR Special member (non-US) )...KCS can't quite say the same thing as it owns on both sides of the border.
