 I think this came up in another thread. Tourist RR's take over after a line has already gone through abandonment. -  Others could verify and explain this better.

It (Lake Placid Branch) officially abandoned back in the Penn Central era and ceased being a common carrier. State acquired it for transit use ('76 Olympics) and never recertified. Since then, it's been nothing more than a glorified industry track...(The USRA never transferred the line into CR Final System Plan] from the decrepit remains of PC)

ICC FD-26567 subs 1 & 2 ....3-5-1971 (It really wasn't even considered part of PC, never assigned a line code and gone 5 years before Rails to Trails authority could have happened.)
