So how do Commuter Agencys in NY,IL,WA,VA deal with insurance over there host tracks?

So how do Commuter Agencys in NY,IL,WA,VA deal with insurance over there host tracks?

My local railroad authority http://www.ccasstera.org/ owns tracks between Jamestown NY and just outside of Buffalo which then turns around and leases to Norfolk Southern for a 1.00 who then turns around and leased to WNY and PA railroad for 100,000 a year. You would think that since we already own the tracks running commuter trains would not be so hard. But NS is demanding ownerouse insurance requirements. In other parts of the country METRA and Northstar and MTA run commuter trains over tracks of both public an private railroad ownership.In Ohio commuter trains have been held up by the states arcaic insurance laws regarding railroads that have not been updated to modern times from when commuter trains were a private operation to a public nessesity.
