Yes the weather is changing and going to get worse both cold and hot but this is after only a quiet time in the last 50 years in North America. I say more like getting back to normal. Railroad MOW crews are stripped to the bone and there is less alternitive trunklines to route traffic around a problem.Remember Hurricane Agnes in 1972 killed 5 Class One railroads in one bad weekend. Weather and acts of God will continue. Now the next on the list is that supervolcano under Yellowstone that if it blows will send us back into the stone age.
