Question::
Will the OPEC reducing production start the fracking oil fields to increase production and drilling ? The big question of course will the northern transcon quickly be over saturated with traffic especially the high demand for grain this season ?. What will we see happen to the Empire Builder although it has been taking some hits already the past couple weeks ? Now the weather is not cooperating either.
Historical perspective leads me to believe the Saudi's and Russian's will violate their assigned limits and it will business as usual.

Right now ND crude oil production is down about 20% from its high 2 years ago. Some marginal wells may be restarted or reworked, and some new drilling may happen, but it will be a while until they are back to boom time levels. Once the Dakota Access pipeline gets back on track (it's mostly built) there might not be much demand for expanded crude-by-rail services.
