I want horns like that on my car for the cellphone-blabbing idiots who drive half the speed limit during the evening commute, and the mental defectives who "block the box" at traffic lights.

A cell phone jammer that would broadcast a 120 db 'NOISE' within 50 feet of the jammer would be sufficient - politely blow their ear drums up!

When ever I see a Humvee (the civilian automobile) in a parking lot I look for the owner so I can tell them that it should have a large brass bell on the top... they look at me like they wonder if I am nutz... I then remove their doubt by saying,

"Then you'd have a real "Hummer Dinger'!"

   Well! This might be a Hoot in Idaho, but if you tried the same thing down in El Segundo, Calif.. I think those folks migh just have a different 'take on it'. Apparently, this past sunday, a 'local' found out that neighbors and the local 'LEO's' had absolutely no sense of humor, as this nutjob drove about in early morning hours blowing a set of locomotive air horns in his four wheeler...
