Surprised no one else has answered; but that area is on the X-B&O Magnolia Cutoff, the vacant roadbed on the left is the original B&O mainline built in 1842.
There were 4 tracks (original line and cutoff) through here from 1914-1957, then 3 tracks until 1961, when the original mainline was removed from service.
For decades afterward, the vacant roadbed served as an access road for rr workers, fishermen, hunters, railfans, and property owners along the old alignment. It was never improved and required vehicles with sufficient ground clearance and proper tires to navigate.Several years ago, a tunnel enlarging project (National Gateway project) and a change to modern signaling resulted in access being restricted at Orleans Road crossing, 3 miles east.I was able to spend time here in the late 1990s and this was a great place for train-watching/photography.

I'm guessing an abandoned railroad bed. Not a B&O expert but I know there was some realignments done in that neck of the woods at some point.
Also considering there's been no sign of plow activity I wouldn't think it's an auto road.
