Why would they need permission from the FRA to haul a specific commodity?  Railroads haul thousands of cars of hazmat a day.

Why would hauling LNG be different from hauling LPG?

Would this be a special car or a containerized tank?

Not much of a tonnage base to spread out the costs.  Definately not unit train worthy.
