SP's Tracy CWR plant

I have heard Southern Pacific had a continuous welded rail plant in Tracy, CA. I have tried searching for "continuous welded rail"+"Tracy", "CWR plant"+"Tracy", "CWR"+"Tracy", and "CWR plant", however I cannot find anything on it. Does anyone know anything about it? Thanks for any help.
