Looking at topo maps, it appears that the C&NW rail trail is north of town, while the BNSF double tracking is along the east side of LaCrosse.
Oh give me a break. If there is already a track there, the construction won't bother the eagles, as long as the construction doesn't get really close. They may be a little unsettled for 3 - 4 days, but animals get used to increased activity quickly. Sounds like a typical BANANA grasping at any straw to delay a project.

Interesting that you did not choose to mention the various main reasons for opposition given in the 2nd article linked. The eagles seem a very secondary concern, but it fits the typical rightist memes of labeling opposition with demeaning terms such as 'treehuggers' 'environuts/nazis' and NIMBYs.
