Did the Milw Road have the same sub grade problems coming our of Rapid City SD to the East as the line from Rapid City to Pierre SD has?
An awful lot of that were just options to buy, which probably will be left to expire. G&W wil be busy like CP was just continuing the rebuild of the existing line if they want any long term viability for the line. (mostly legacy subgrade issues, track replacement is the cheaper part of the equation. They had to know this going in.)
