A few years ago I was a supplier to a major railcar builder of tank cars. At the time the cars were sold for $75,000 - $80,000 each based on bells and whistles.
My guess is the price probably has gone thru the roof with the CBR and the 2 year backlogs for new cars.
Looking at ARI's website, it appears based on 4q2015 that the average price of their cars was in the $120,000 range. They primarily manufacture tank cars and covered hoppers.

Price is composed of the base price and all the add - ons. You can buy a new piece of rolling stock "as is " or many extras. An extreme example of extras on the high side is Amtrak. Their ACS-64 price is high as it covers ~ 20 years parts and maintenance as well as warranty. The viewliners appears to be in that area as well.
After some quick poking around the 'Net, I come to the same conclusion that one link did - it's very hard to answer - rather like asking how much an automobile costs. Do you want a sedan, coupe, SUV, crossover, etc, etc...
Given that what XYZ Shipping Corp paid for that last batch of cars they got was dependent on features, number ordered, cost of materials, and even the speed with which they wanted the cars delivered, all you'll get will be a ball-park figure. But if that's all you're looking for, great!
I'd suggest you go to the manufacturer's websites and look for an email address. Ask them straight out for such a ball-park number. They might say no, or they might just tell you what you want to know. Be somewhat specific - f'rinstance, ask for the "catalog" price for a given common car. Note to them that you know there are numerous variables.
You might get some kind PR or sales type who is willing to spend a few minutes on an answer.
For locomotives, try Ozark Mountain Railcar. They get a variety of equipment.
