NY Cross Harbor

What controls whether a car goes across NY Harbor on the Cross Harbor (now NY&NJ) carfloat between Bay Ridge and New Jersey, vs. going up river to end up at Fresh Pond? Is it NS vs. CSX as the source/destination of the car?

 The shipper has some control over routing.   if it comes from the south on CSX, bound for Hunts Point Market or even a New York and Atlantic point on the LIRR, CSX will probably drag it all the way up to Selkirk and back down the other side of the Hudson.  On NS it is more likely to go across the Harbor, in either case again, the shipper may ater the routing.  Certain loads are restricted from crossing the harbor.

Coming from the west, CSX won't use NY&NJ across the harbor, unless the shipper specificaly requests it, but NS may or may not.  NS would interchange with the Providence and Worcester over pan am or even the CP to get to Fresh Pond, and the NY&Atlantic.  CSX maintains the freight track on the HGB and CP and P&W have trackage rights.

A good source for this kind of answer would be the New York and Atlantic, and things may have changed since information was given me.
