The multiple interchange worked in Sioux City's favor and Trinity has been around for a while. Beware that the business is cyclical. Happy tank cars and covered hoppers.
I can't answer Murphy's question other than noting they were offered substantial tax relief for the facility. It is to be located in a new industrial park south of the city served by the UP. Sioux City already has several industrial concerns whose business centers around the fabrication/bending/welding of metals, so I would think one of the perceived advantages to this location is availablity of a workforce accustomed to such tasks.
How much does location, in relationship to rail traffic factor into the placement of a facility like this? Sioux City doesn't seem like a real big railroad town, although it does connect to BNSF, UP, CN and D&I. Would it have ended up somewhere else, if some other location offered the bucket of money?

A Texas company plans to build a $29.5 million rail car maintenance facility in Sioux City that will bring 250 jobs to northwestern Iowa.
The state's economic development agency approved $1.9 million in tax credits today for TrinityRail Maintenance Services, which wants to build the 150,000-square-foot facility.
