when reading posts on newswire the page jumps around

It might be due to the fact that when you move your cursor, you move it over the black bar at the top of the page.  This bar contains all the drop down menus for navigation.  If that is what you do, then just move your cursor on another route rather than thru the banner.

I have been trying to read Train's News wire and the page keeps jumping around.  It iis a programming problem and how do you report this to be fixed.
