80, 90, and 94 are never together in the Chicago area (combinations of any two of these can be seen in Chicago or northwestern Indiana, but never all three), so more information is needed. Where did you come from? Any idea which of these Interstates you came into town on?

I'm going to guess that his bus tour came into the Chicago area on the Indiana Toll Road and the Skyway. This is I-90 from the Indiana-Ohio state line and I-80 shares this route until the junction with I-94 at Burns Harbor. Possibilities include Kirk Yard in Gary (possible ex-DMIR power), South Shore Line on the East Chicago bypass, and Chicago Short Line in East Side (a difficult view from the Skyway).
