Yorktown VA oil train questions

Plains All America Pipeline just opened an oil/rail transfer terminal at Yorktown.  They say it is for loading barges for transportation to refineries all along the east coast.  Except for very limited exceptions crude oil cannot be exported.

I do not have any answers for your other questions.

I heard about new oil trains coming in to the former Yorktown refinery recently. But first some questions: 1) How many trains per day? 2) Where is the oil being sent to? Exported or Coastwise movement? 3) Will the trains ever be seen at the Hampton Roads Junction yard near the Newport News Amtrak station? 4) Will CSX finally double-track the Peninsula Subdivision due to the increase in traffic? (with coal, grain, gravel, other mixed freight, passenger, and now crude oil coming into play)
