Bizzare sight on the CPR

This past summer, in August, I was passing the Canadian Pacific yard at Kemptville, ON, when I saw what appeared to be a transport truck with rail wheels, almost like the Rio Grande Southern's Galloping Goose, operating in reverse with a CP Rail caboose. Does any one have an explanation, or some photo's of it?
