In GCOR (we have no idea where you are), Red over yellow is a form B , the actual stopping limit is two miles ahead (unless it's a short board for a switch or junction) and the approaching train has to contact the person in charge of the Form B (usually a track foreman, welder, etc) for permission to pass the next board (a red stop sign) - otherwise the train pulls up to the stop board and waits. The train can go no further.

Mudchicken Nothing is worth taking the risk of losing a life over. Come home tonight in the same condition that you left home this morning in. Safety begins with ME.... cinscocom-west

In my neck of the woods, yellow over red is a slow order.
