Schellens Blocking Devices?

Does anyone know the history of the Schellens Blocking Devices (Germany)? What are they? I am doing genealogy research and came across this in connection with my Great-Grandfather, Hermann Schellens, a railroad man of the Rhine Provences, Germany in the 1800's.
