Where can one find the most different railroad companies in a small radius? In Baltimore, Md (bordering Baltimore County), we have: Amtrak running parallel with Norfolk Southern's Bayview Yard (where the old PRR Bayview tower still stands), CSX crossing over Amtrak with a bridge, the Canton Railroad Compnay (a short line with 6 miles of line, 17 miles of track, and 30 customers) that has a RR crossing over North Point Blvd. about 1 mile away, and the Patapsco & Back Rivers RR about 6 miles away that operates inside of the ISG Sparrows Point Plant (the former Bethlehem Steel). When standing at Bayview Yard, you can actually see 3 different railroads operating (Amtrak, CSX, and Norfolk Southern).

Blue Island-CP, NS, CSX, CN, IHB lines plus Chicago Metra bridge close by.

Junctionfan includes transit lines so that would add MARC to the Baltimore list. Not sure if you also want to count the light rail line on the ex-B&A south past Camden Yards to near Glen Burnie.
