Might be able to do that yourself. That kind of data or similar is usually reported in Railway Age magazine, the AAR statistics, the carbuilders' trade association reports, etc., and/ or their websites.
Why stop there, though ? Why not similar charts for coal hoppers, double-stack well cars, multi-level auto-racks, box cars, coil steel cars, refrigerator cars, passenger cars, locomotives, etc., etc., just to name a few ? Not saying it's a bad idea - just be aware and careful of where and what it could lead to.

new chart suggestion: Tank Cars built and tank cars retired & scrapped being shown in a monthly graph for the past decade.
There is a great amount of replacement of tank cars.
Old tank cars are retired and scrapped. New tank cars are built frequently.
A visualization in a chart is something that we have not seen yet.
At the top could be the numbers of all tank cars operating each month.
