Planning for an Intermodal Ramp in the Bronx, NY

I read some material today that seemed to be from the NYC planning dept which was about a plan to convert some land in the Bronx to an intermodal ramp for local area delivery to reduce truck traffic through NYC. It involved conversion of a box car yard and somehow had relationship to the closing of the Fresh Kills landfill.
Has anyone else seen these documents? It included a land-use map of the area.
I'm not too familiar with rail routes in that area. How would you get to the Bronx with an intermodal train?
