Who said anything about a conspiracy? It's plain and simple science dating back several decades. Just another carefully guarded government project like Eschelon, which was also considered the stuff of conspiracy theorists until 60 Minutes broke it as solid, factual news a few years ago.

Weather patterns are too deterministic for charged-particle injection to have much effect. You can't change the field patterns, only the ion charging, and that doesn't give you much control over the induction and subsequent dynamics of hurricane generation.

There was a paper a few years ago, out of LANL IIRC, about the effect of high-atmosphere particles and auroras on thunderstorm charge induction. This was interesting reading. Note the difference between the effective electric field here and that which could be developed from the EMD plants, converted for use in the arrays, and used to generate appropriate loops in the atmosphere...

Alas, conspiracy theorists will have to look elsewhere for weather control, at least Atlantic hurricane control...
