Beijing is currently building their intelligent transportation system by carrying out the ‘Three Year Plan (2009-2011) for Beijing Intelligent Transportation Management System’. The City council intends to make an investment of around 2.3 billion CNY Yuan in the field of intelligent transportation from 2010 to 2011. The 2012-2015 plan for the intelligent transportation project will cover the sub-highway and county roads in the rural area of Beijing, with highlights still on traffic lights control, the detection of transportation law violation, calculation of traveling time and rate of traffic flow, video monitor over transportation, and traffic guidance, etc.

Over 90% of the parking areas of the large-scaled commercial facilities will be upgraded with parking guidance system, re-arranged parking spots, and parking buildings within 5 years, according to Beijing Municipal Commission of Commerce. The upgraded parking areas in shopping centers and supermarkets will make parking much easier and quicker for the consumers. With the support of the two levels of public finance departments 93% of the qualified large-scaled shopping centers within the second ring road will receive the upgrade this year, which will contribute to a friendly parking environment for the consumers. The redevelopment of over 95% of the parking area of the large-scaled shopping centers within the second ring road will be completed by 2015, with another 90% of the parking area of the large-scaled shopping centers in the new city.

Shanghai intends to boost the city’s modernized management efficiency through building the transportation organization and management system with a main emphasis on intelligent transportation and public transportation; as well as building the facility running and maintenance system that is mainly for improve the maintenance and service quality. According to the overall transportation development part in the ‘Twelfth Five Year Plan’, Shanghai will add 200 kilometers to the length of rail and city rail transportation, which will raise the total length of the rail transportation to around 650 kilometers and the coverage to every district, except for Chongming County. Also, another 200 kilometers of freeway and express lane will be built to raise the total length close to 1200 kilometers.
