Track bulletin form A and a slow order are the same thing.  Form b is where men and equipment are working on or near the track but trains can still run as long as the foreman of the track gang clears the train through his limits and track and time is where a stretch of track is out of service and is controlled by a foreman but trains generally don't run, but if need be the train can be issued joint track and time with the foreman to allow it to keep moving.
