NEW NS SOUTHERN TIER SINGLE TRACK SIGNALLING

I always thought that single track signalling set signals by direction of traffic, clearing in the direction but blocking or red in the opposit direction.  But I noticed this evening that signals eastbound to single track at Owego, NY were set red; the first eastbound signal showed green but the westbound face showed a yellow over red; the next signal was flashing yellow wesbound  but I could not get around safely to read the eastbound aspect.  But it does appear that the single track between Johnson City and Owego has clear signals in both directions at all times instead of set by the selected direction of travel.  Am I right by deducting this?  When a westbound train enters the track do all eastbound signals then show red or is it when the dispatcher clears a home signal coming out of double track?
