Sunset Limited / Texas Eagle changes?

A number of months ago there was a lot of talk about changes in the Sunset Limited / Texas Eagle routing in that the Eagle would be the primary train.  What has happened?  Are there going to be changes or was this nothing more than "hot air"?  Just curious as I take the Eagle often and the talked about changes would be great.

Buried on Amtraks web site under Inside Amtrak / Reports and Documents is the  FY10 Performance Improvement Plan, Sunset Limited/Texas Eagle - PRIIA Section 210 (PDF format). 

Interesting reading, but the leadership vacuum at the top of Amtrak isn't likely to get it done.

I just read the entire report................. the problem with it is that it makes good sense!  No government agency will be able to understand how reasonable and cost effective the plan would be.
