Fiber Optic Trains

This summer on NS's line between Hagerstown,Md and Harrisburg,Pa, fiber optics were being added along the tracks. A train of fiber optic coils and equipment was putting the fiber optics in the ground along the tracks. The engines had Michael Mid America lettering on them and were painted red and orange. I was wondering what operation this is? And where are they located?
