I am trying to learn about the type of radio that railroads use. I know that railroads use the VHF band, but specifically what is the MODULATION SCHEME that they transmit on?

Frequency modulation. There are a group of frequencies assigned by I believe the FCC to the AAR for railroad use only. They start at 159.810MHZ and work up for the most part in 15KHZ steps to 161.565MHZ. This site may be of some help:
