SCL used them on their sideings here in NC in the early 60's.

Florida East Coast was using them in the early 80's , perhaps before?

1. The installation of concrete ties on the NEC started during the original NEC Improvement Project in the late 1970's.

Just curious, i finally noticed some on the mainline that Acela uses coming thru Wilmington De. I thought concrete ties were a west coast thing. Iknow its a stupid question, bear with a newbie. LOL
