Radiator Cab (long hood) on flatbed semi trailer???

I'm not sure about the EMD part, but I once got the chance to tour GE's factory in Erie, PA. They had a bunch of outside panel pieces that were still sitting on flatbeds. Nose pieces, radiator fans, middle sections, etc. I am not sure where they got them, but apparenty they were all made offsite. (Kind of ironic that train parts are shipped in by truck)

I could only guess as to the destination of the EMD piece. Maybe it was headed to or from their factory in London. Or maybe it was being sent to a railroads shop for repair...

Last week I was heading south out of Milwaukee towards Chicago on I-94 and I came upon a semi with a flatbed with what looked to be a EMD SD70 radiator cab heading towards Chicago. Where would such a thing originate from that it was in WI. It was apparently new as it was in a primer. I just thought it was odd and thought maybe someone would have a better idea than me. I was in a semi, but I had no cb to try and talk to the guy hauling it.
