I think you did just fine--you didn't scold her, or preach to her. I hope that she and the toddler were close enough to witness for themselves what could have happened.

I think if the crew in the siding could see them (and you) at all, they would have warned the oncoming train. We railroaders do things like that.

This will take me a little while to get to the point.  Would you have handled it the same way?  When I came home from work there was a EB mix stopped in the siding waiting to go toward Monroe.  I was heading home so I checked the WB signal and saw it was green so I hurried home and then came back to do my walk.  Now to get to the point.  When I was finishing my first lap I noticed a lady and toddler walking along the track very close.  The lady seem to be looking at the train in the siding.  Knowing there was a WB train coming soon I was concerned if she realize that.  When I got close I decided not to say anything and continued my walk.  When I got back the lady was still by the track, but
was standing in the grass and her toddler was setting between the rails.
That made me nervous knowing the WB would be along anytime.  If you are familiar with Waxhaw you know a WB can sneak up on you.  I just mentioned to the lady that a train was coming from Monroe.  It was kind of funny at that point, she told me she knew that but did not know when.
I then said ok and pointed at the toddler setting between the tails and continued my walk. When I got back she was gone.  The crew on the other train may have seen them and notified the WB train.  Did I over react?  I am pretty sure the WB train crew would not have like to come around the curve and see a child setting between the rails.
