Hmmmm, isn't Spain in Europe? The Madrid bombing would suggest that maybe the Euro railways aren't quite as secure as you suggest. It is probably only a matter of time before it happens in France or Germany. The bottom line is you cannot protect every kilometer of rail line, there are always vunerabilities somewhere along the line that the terrorists will spot and exploint eventually.
