Why did Union Pacific in the 50 or 60's install CCS in their cabs also could C&NW Locomotives trail without CCS?

I think so. if I understand the Control system correctly, the absense of CCS in a locomotive doesn't preclude or prevent that unti from being used on CCS-equipped lines, provided that there is a CCS-rigged unit on the point. This may not be the case with ATC locomotives, and The ATC system in use along the Chicago - Omaha main, I think. Perhaps other members of the board will enlighten us.

Any engine can trail in ATC or CCS terrirories. Only the lead engine needs to be equipped to lead.
I know of a few places in ATC territory where non-equipped engines can operate on wayside signals and at 40mph. One place is between Kansas City Jct (Nevada, IA) and West Ames (Ames, IA) where trains between Des Moines and Eagle Grove use a short segment of the East-West main line.

Dosen't UP have it on all of their main lines also is this like CTC or do you need a different System?

I believe the CCS is only on the original UP from Omaha to Ogden, UT. I don't know what the installation dates to, but I recall reading about the ICC ordering all major rrs to equip at least one psgr train division with cab signals, I think late 40's early 50's.
The CCS is used in both plain ABS territory and ABS/CTC territory.
