Toronto is a rail hub and railfan's paradise. I like Milton (30 miles west of Toronto). Lots of CN and CP action that can be viewed from a park like setting.

East of Toronto...about 45 minutes out..you've got Newtonville...again lots of action where CN and CP can be viewed from one place.

If you like old MLW power and short trains there's the Guelph Junction Railway ...about 45 minutes west of Toronto...and the Rail America line as well.

Forgive my not knowing as I've never been to Toronto but how important is Toronto to either Canadian Pacific and Canadian National? Is there much in the way of port facilities in Toronto? I guess there is a good number of container traffic in and out of Toronto along with transload facilities but inquiring minds want to know for sure.
