CSX paint scheme

I live in Muncie,In. We have double track CSX line going thru the middle of town. Today I saw something I've never seen. On a train heading west, it had SD-40-'s. On the lead unit it had the words "colonel Phillip Hoover" under the engineers side window. Does any one know what this is, or means?

It could mean someone who is serving in the military and is usually a csx engineer.I have seen csx engines with the spirit of grafton around here in defiance.

The Spirit Of Grafton,AC4400CW #500,is named in honor of Grafton Wv.

Here "downunder" some of our locos have a name for various reasons.

In my home state, the diesel locos class names are a series of numbers.and the loco numebrs based on the class no.
The "1700" class includes a loco with the number 1770, which is also the year Captain James Cook discovered the east coast of Australia.
So this loco has the name James Cook on the side under the driver's window.

I don't think we do have any locos named after rugby stars here in my home state of Queensland, but somemone else from one of the southern states here in Oz might enlighten us about anyhting further down under.
