Its the rule, I think. Kinda the same as dark roads: Dont blind an oncoming driver if you dont want to get blinded.

The GCOR rule as written requires the headlight to be dimmed when meeting a train on an adjacent track. The company I work for changed the requirement for night only.
Also dim the headlight when moving thru a yard where switching is being done and when stopped on the mainline at meeting points.
When you are stopped in the clear on a siding, the headlight is turned off.
Also, if your meeting a train while going over a public grade crossing, you leave the headlight on bright.

its a courtesy thing and trains waiting in sidings usually do too

I have been driving by numerous double track lines and have noticed that when two Trains meet on a double track, one kills his lights to the other. Is this a courtesy thing and who dims his lights first? And what about trains in sidings?
