It is a signal. Ok, here goes:

NORAC Rule 281c

"Proceed at Limited Speed until entire train clears interlocking limits or turnouts, then proceed at Normal Speed. In CSS territory with fixed automatic block signals, trains not equipped with operative cab signals must approach the next signal at Limited Speed."

Limited Speed = 40mph
Normal Speed = the maximum authorized speed
CSS = Cab Signal

Limited Clear aspect can be displayed a number of different ways. Two of the most common are:

3 headed color light signal

Top head: Red
Middle head: Flashing Green
Bottom head: Red

Two headed color light signal:

Top head: Red
Lower head: Flashing Green

Hope that gives you some idea.
