A better place to post this topic would be in the Classic Toy Trains forums, where toy train guys hang out, but I'm a toy train guy myself and can tell you some things about your magazine.
This magazine was put out by Lionel as you know, but after the first issue the name was changed from "Model Engineer" to "Model Builder". Model Builder continued to be published until the late 1940's. All of these old magazines are now valuable collectors' items and your's being the first issue is especially sought after.
