Does anyone know the specific reasons why this train never made it past the planning stage? I've often heard the comment "NS won't permit the train", but I didn't think the major railroads were permitted to flatly refuse Amtrak access. However, I hate seeing NS made the bad guy over this if they aren't entirely at fault.
