It appears the deal has hit a snag. If I understand it correctly, the original agreement between CN and CSX stipulated that CN could never interchange with Finger Lakes Railway (FLGK). The STB asked for that stipulation to be removed or modified to allow it to happen at some point in the future if needed. Now, someone (I assume CSX) is balking at that STB stipulation and is going to ask them to reconsider it.

How much traffic does CSX feel they have captive by excluding BLE (CN) interchange with FLGK? It must be significant.

I'm not sure how much traffic is involved.
I would opine it might be the principle of the thing rather than traffic numbers. Can't have FGLK or NYSW running through CSX territory.

They are running there now, I guess being captive to CSX at multiple interchange points.
Selling or leasing lines to short lines keeps the traffic on those lines captive to the existing situation before the closing date of the transaction. Selling or leasing lines to a fellow Class 1 creates a entirely new equation.
It seems a common thing for class 1s to keep the last 100 feet of a spin-off, to keep the traffic coming off thier former line captive.
