I was recently in Tucson, AZ and saw something adjacent to a Union Pacific crossing. It looked like a spinning pie plate on top of a box mounted about 6 feet off the ground on a telephone pole. It seemed to spin at a constant rate 24 hours a day. Any idea what it is or does?

The "spinning pie plate" was horizontal to the ground, not vertical like a windmill. Also, it was smooth, like a Frisbee, so there is nothing for the wind to push. It spins at a constant rate regardless of whether the wind was blowing or not.
