First time ballasting---Matte medium didn't dry clear --------

I'm looking for help ! I just tried ballasting a section of N scale track -- my first effort in doing this --- I did the Wet Water step, and then dripped on the diluted matte medium. Afraid I didn't dilute enough, though, as there are a number of white spots and splotches here and there in the ballast -- most of the stuff dried clear, but not these areas. Any clues as to how I can eliminate the white?

If possible, sprinkle sufficient ballast to cover white spots, and glue fresh ballast with diluted white glue (50:50).
