Could you lower the max voltage?

With my FM H15-44 if got the first Atlas 4-function dual-mode decoder.

The engine runs fine but too fast for me. I miss CV5 to set max speed. It is used as a shaddow of CV29.

Is there no other way than defining my own speed curve with CV 67-94?
