Do any of you know where to find an under 40$ turn table?

You could do that easily by making it yourself. The hardest part is starting it. I made one by cutting out the hole and mounting a pirce of 3/4" plywood with spacer blocks to the underside of the layout. I centered the hole in the center with the pit and then put a piece of brass tubing in the hole. I made a scree to the shape of the pit and the wall and spun the scree to make both at the same time. Worked like a charm and I think I have the only turntable in the world that can handle a Big Boy and a tank engine at the same time :-). After the plaster sets you can install the ring rail and build your bridge.

The Atlas turntable has its flaws, including the drive system which pauses for each track and which uses a distinctive track spacing assumption, BUT thousands have been used very reliably over the years and it is frequently available at discount prices
Heljan has a turntable that is inexpensive but calls on you the modeler to do some wiring work. These are both HO by the way
