These units may have a baked on enamel finish. Paint stripper usually works, however, it may take longer than normal.  

A good option, if you have access to one, is a small sand/bead blaster like the one offered by Badger.

I purchased these http://www.hobbylinc.com/htm/lif/lif1610.htm awhile back, and while they are nicely molded their paint job is really subpar.  So, I wish to strip the paint (and it is some form of paint, as I scraped a bit of the finish off a figure), and tried my usual methods with absolutely NO success (the methods being in turn Polly-S Easy Lift Off, Nail Polish Remover (acetone), 91% Isoprop Alcohol, and even EZ-Off Oven Cleaner - nothing!  The finish is completely unaffected after all four).  These figures are a bit rubbery to sand and file the finish off, so a chemical method is needed - but what?
